Starting January 2025, sports betting will be legalized in Uzbekistan.
A resolution from the Cabinet of Ministers dated December 6, 2024, No. 814 has been adopted regarding the implementation of the Presidential Decree of the Republic of Uzbekistan dated April 19, 2024, No. UP-68. This decree addresses measures for improving the regulation of lotteries and risk-based games.

The Cabinet of Ministers has adopted Resolution No. 814 dated December 6, 2024, "On Measures for the Implementation of the Presidential Decree of the Republic of Uzbekistan dated April 19, 2024, No. UP-68 'On Measures to Improve the Regulation of Organizing Lotteries and Games Based on Risk'."
Starting January 1, 2025, the organization of risk-based games online and betting activities will be permitted in Uzbekistan.
The document establishes:
- licensing requirements and conditions for the specified types of activities, as well as for organizing lotteries;
- restrictions on the conduct of these types of activities;
- types and amounts of payments for organizing activities.
To obtain a license, a legal entity must be a resident of Uzbekistan and possess an electronic platform hosted on servers located within the republic.
The minimum capital requirement is 150,000 BRV. Organizers of risk-based games and betting offices must maintain a reserve fund in banks amounting to 75,000 BRV.
The following are prohibited:
- payments to individuals under the age of 18;
- the establishment of stationary or mobile gaming halls, casinos, slot machine halls, or other gaming establishments intended for conducting risk-based games directly associated with player participation, except for points of sale for lottery tickets;
the acceptance of bets on:
- events in Uzbekistan and involving citizens of the republic (sports games and competitions, political processes, contests, and others), except for sports games and international events held with spectators, ensuring proper preparation, oversight, and refereeing based on the rules of international federations;
- youth sports competitions.
