Responsible officials from the Presidential Administration, members of the Senate, deputies of the Legislative Chamber, representatives of ministries and departments, as well as members of the public and media participated in the event.

At the opening of the event, the President's press secretary, Sherzod Asadov, read a festive congratulatory message from the head of state to the people of Uzbekistan.

As noted in the congratulatory message, this year we all particularly feel the significance of this holiday. After all, it is taking place amidst historical transformations in the political-legal, socio-economic, and spiritual spheres of our lives.

Indeed, the adoption of a new version of the Constitution through a nationwide vote in a referendum has become a reliable legal guarantee for the irreversibility of large-scale reforms aimed at building a New Uzbekistan.

The Constitution defines Uzbekistan as a sovereign, democratic, legal, social, and secular state. Its content has been significantly improved and supplemented with new chapters and articles.

In particular, the Constitution sets a new strategic goal for state building - the establishment of a social state. Principles of social justice and unity have been introduced. Constitutional foundations that provide entirely new mechanisms for the protection of human rights and freedoms have been significantly strengthened.

The updated Constitution proclaims the individual as the highest value, enshrining the principle "Human - Society - State." This means that when addressing any issues, the interests of the individual take precedence.

Furthermore, the number of articles in the Constitution guaranteeing the priority of human rights has been tripled. Specifically, the Fundamental Law stipulates that ensuring the rights and freedoms of individuals is the highest goal of the state. The state guarantees the rights and freedoms of individuals and citizens enshrined in the Constitution and laws.

- The President's congratulatory message, as always, lifted our spirits, urging us to achieve new heights based on the Constitution, - noted a participant of the festive event, Chairman of the Senate Committee on Defense and Security, Kutbiddin Burkhanov. - As the head of state emphasized, we will resolutely continue our reforms aimed at expanding the powers of parliament and local Kengashes, further increasing their activity, creating necessary conditions for effective operations, in short, transforming them into a true voice of the people, guided by the constitutional provision that the people are the sole source of state power. The head of state noted in his congratulatory message that a total of 46.5 trillion sums will be allocated to support socially vulnerable segments of the population, which will help lift 1 million people out of poverty. This is an important practical step aimed at ensuring the interests of the people and the constitutional rights of our citizens.
2025 has been declared the Year of Environmental Protection and "Green" Economy in the country. In this regard, the new version of the Fundamental Law has enshrined citizens' rights in the field of ecology and highlighted the state's obligations to protect the environment and maintain ecological balance.

Such noble goals were reflected in the festive event, in the songs and musical compositions celebrating the Motherland, calling for the protection of our independence, adherence to the rights and duties of citizens, and the preservation of nature.
