The "Development Strategy" Center has published the draft presidential decree regarding the state program for the year 2025.
The program encompasses measures for implementing the "Uzbekistan - 2030" strategy, which are scheduled for the current year. Shavkat Mirziyoyev previously declared this year as the Year of Environmental Protection and the "Green" Economy.
Among the priorities are the financing of "green economy" projects and adaptation to climate change. There are plans to work on reducing the carbon footprint in the economy through the development of green energy and the introduction of energy-saving solutions.
A goal has been set to increase the share of renewable energy to 26% of total generation. It is planned to launch 16 new "green" power plants with a capacity of 3.5 GW, as well as to construct hydropower stations with a capacity of 160 MW.
The Ministry of Energy will be tasked with developing a program for the installation of small solar panels in 35,000 households, including 27,000 private and social facilities. It is expected that 3,000 small hydropower stations with a total capacity of 164 MW will be built by the end of 2026.
Starting from April 1, it is planned to implement "green" tariffs for electricity generated from solar and wind energy, as well as from waste recycling. Preferential tariffs will also apply for energy produced from biogas by enterprises.
It is planned to attract at least $10 million from the sale of carbon credits, which will be freed up through emission reductions. A long-term strategy for achieving carbon neutrality will also be developed.
Additionally, a program for "green development" of tourist cities, including Tashkent, Samarkand, Bukhara, Shahrisabz, Kokand, and Khiva, will be created. Master plans for comprehensive development based on "green" principles will be developed for the Amudarya, Chimbay, Mirishkor, Gijduvan, and Romitan districts.
The goal is set to publish the national contribution to reducing greenhouse gas emissions (NDC) over the next 5 years. The baseline level of methane emissions in livestock, natural gas extraction, and other areas will be determined as part of the commitment to reduce emissions.
