The Legislative Chamber of the Oliy Majlis has approved, in its first reading, a draft law aimed at the protection of park lands. This was reported by the parliament's press service.
The document is designed to enhance the legal protection of areas designated for "recreation and the satisfaction of cultural and everyday needs." It is expected to contribute to the safety of "green" zones and afforestation, as well as improve the ecological situation.
It is planned to introduce a ban on the alienation of lands, buildings, and structures related to cultural and recreational parks, as well as any reduction of their territory. Furthermore, the construction of new structures on these lands will only be permitted using lightweight materials.
The draft law was developed by the parliamentary factions "Adolat" and the Ecological Party and was submitted for consideration in November. The initiators noted an increase in cases of park lands being transferred to the reserves of the khokimiyats, leading to their alienation and allocation for capital construction.
The first reading of the document took place at the end of November. According to the Oliy Majlis, the project was refined for the second reading with amendments based on suggestions from the deputies.
Additionally, the lower chamber approved, in its second reading, a draft law on the improvement of land plot utilization. It proposes a reduction in the penalty for late application submission for the registration of rights to residential properties.
Moreover, following its adoption, amendments will be made to the procedure for determining and changing the permissible use of plots. It is anticipated that the new law will enhance the management of land and urban cadastres.
