The law on conflict of interest comes into effect

Shavkat Mirziyoyev has signed a law on conflict of interest, which will take effect from December 6.

The law applies to government bodies, institutions, state-owned enterprises, targeted funds, and joint-stock companies with a state share of 50% or more in their authorized capital.

According to the new law, public servants are prohibited from:

  • working part-time in organizations where one is subordinate to or controlled by the other;
  • being a founder of commercial organizations, except in cases of owning up to 10% of freely traded shares;
  • holding shares or stakes in the authorized capital of a company controlled by the government body where they are employed, as well as being a member of the governing body;
  • participating in the purchase or lease of property from the organization where they are employed;
  • being hired for two years by organizations or their structural subdivisions which they directly or indirectly controlled at their last place of work.

In case of a detected conflict of interest, transactions, decisions, and documents can be annulled through the courts.

Failure to take measures to resolve an actual or potential conflict of interest, known to the officials, will result in a fine ranging from 5 to 10 BRV. The penalty for repeated violations will be 10-15 BRV (3.4 - 5.1 million sums).

Compensation can be claimed for patent violations

The president has signed a law introducing a procedure for compensation for the illegal use of intellectual property. The document will come into effect on December 12.

The patent holder has the right to demand compensation from a party that uses an object of industrial property in violation of exclusive rights instead of claiming damages.

The amount of compensation may range from 20 to 1000 BRV (6.8 - 340 million sums until October 1). The exact amount will be determined by mutual agreement or through judicial proceedings.

Compensation will be paid regardless of whether damages were incurred. When determining the amount, the nature of the violation and the degree of fault of the violator will be taken into account, considering the customs of business turnover.

“Uzbekistan Railways” is increasing freight rates by 30%

Freight rates for domestic railway transportation will increase by 30%.

The increase will affect the company’s rolling stock and will depend on the type of car: universal, specialized, or tank.

This decision has been made to partially cover the increased costs associated with rolling stock and to update the fleet.

Payment for drinking water and sewage will only be possible online

Payments for water supply and drainage services in Uzbekistan will only be accepted electronically. This innovation aims to ensure transparency in the water supply sector and combat instances of corruption.

Cash payments through controllers and water supply workers will not be accepted.

Citizens can choose convenient payment methods:

  • personal account on the "Uzsuva'taminot" website;
  • Telegram bot;
  • electronic payment services (Click, Paynet, Alif Mobi, Payme, Oson, Uzum Bank);
  • info kiosks, commercial bank cash desks, post offices.

QR passports for construction are being introduced

A new system for coordinating construction projects is being launched in Tashkent.

Every construction project will need to be equipped with a passport containing a QR code, which will indicate information about the type of object, contractor, deadline for commissioning, etc. Projects without it will be considered illegal.

All projects will be submitted for approval through the "Transparent Construction" platform, and preliminary approvals from the SES and fire inspection will be canceled.

Project approvals will be conducted online, within a period of no more than 15 days.

Restaurants and cafes can purchase agricultural products for cash

Catering enterprises will be allowed to purchase agricultural products for cash and will be exempt from the documentation for the receipt of goods (recording).

Applications for vehicle registration can be submitted online

Motorists will be able to apply to the SBDD for vehicle registration and number plate issuance online. This can be done through the mobile app or website of the service, the call center, as well as on the Unified Interactive State Services Portal.

All necessary documents must be submitted electronically with the application, as well as personal data and a phone number.

An SMS will be sent to this phone with the payment amount for vehicle registration and payment details.

Orders for vocational training will be published online

By presidential decree, a new Migration Agency has been established under the Cabinet of Ministers based on the Agency for External Labor Migration.

The agency will begin placing orders for training in professional skills and foreign languages for those wishing to work abroad.

New beneficiaries will receive social cards

Newly appointed pensions and other payments will be credited to a "social card." Services and benefits will be provided upon presentation of this card.

The issuance of cards is expected to relieve needy citizens from the burden of document collection. It is anticipated that the new system will simplify and expedite the provision of social assistance and make the process more targeted.

Registers of the underprivileged will be formed

The National Social Protection Agency will begin forming a registry of poor families. It will include data on their social conditions and reasons for poverty, obtained by the "mahalla seven."

For a family member from the registry, when hired with a salary not lower than 1.5 minimum wages, the social tax will be paid at a rate of 1% for three years.

A system for assessing fruit and vegetable products is being implemented

According to the presidential decree, a system for assessing fruit and vegetable producers is being launched in Uzbekistan.

This system will focus on enhancing the reputation of farmers and supporting enterprises involved in the processing and export of fruits and vegetables.

A "Registry of Obligations" is being introduced

As part of the new procedure for issuing enforcement documents in electronic format, the "Registry of Obligations" institution will be implemented. It is intended to ensure the enforcement of court decisions and decisions of other bodies equivalent to them.
