The European Union has adopted the 15th package of economic and individual sanctions against Russia, which includes 54 individuals and 30 legal entities, according to a document published in the official EU journal.
The Russian airline Utair has been added to the sanctions list. The EU stated that the company, "acting as a contractor for the Russian Ministry of Defense, provided logistical support," including the transportation of military personnel to conflict zones and conducting flights in occupied regions of Ukraine.
Furthermore, Utair allegedly organized "special ticket sales schemes in collaboration with the Russian Ministry of Defense." According to the European Union, the company "supported actions that threaten the territorial integrity, sovereignty, and independence of Ukraine."
Also included in the sanctions is the Russian developer PIK, which is already under restrictions from the United States. The EU claimed that PIK “financed the recruitment of personnel for Russian military units and private military companies” and is part of an economy that “provides a significant source of income.” Sanctions have also been imposed against the Russian company Alabuga.
For the first time, individuals responsible for "destabilizing actions by Russia abroad" have been sanctioned. The list includes 16 people and three organizations, including the Deputy General Director of Gazprom-Media, Tina Kandelaki.
Additionally, the EU has imposed sanctions for the first time against seven Chinese companies and individuals. Four of these are alleged to have supplied components for drones and microelectronics to the Russian army, while the others facilitated evasion of sanctions. These measures include not only export controls but also travel bans and asset freezes.
The sanctions list also includes two high-ranking officials from North Korea.
Among others targeted by European sanctions are Vyacheslav Petushenko, head of Avtodor, Nikolai Kolesov, CEO of Russian Helicopters, and executives from Gazprom's subsidiaries and contractors, including Nikolai Tkachenko, Yuri Shamalov, Ivan Kozhevnikov, and Alexei Kakhidze, along with other individuals.
The EU has already begun preparations for the 16th sanctions package, which may be adopted in January 2025. The complete document can be accessed via the link.
